My first attempt, with superior/inferior psi traits being:

Telepathy
- Common : B'hiri, Castori, Centauran, G'ahnli, Lyiri, Mystic, Vollistan
- Uncommon : Aukami, Falari, Human, Riftwalker, Timonae
Psychic
- Common : Aukami, Mystic, Timonae
- Uncommon : Fastheldian, Human, Opodian, Pyracani, Tupai
Telekinesis
- Common : Aukami, B'hiri, Centauran, Drrhaan, Mystic, Riftwalker, Vollistan
- Uncommon : Fastheldian, Human
Psychokinesis
- Common : Aukami, Centauran, Drrhaan, Mystic, Riftwalker, Vollistan
- Uncommon : B'hiri, Fastheldian, Opodian.
Biokinesis
- Common : B'hiri

I didn't realizes Muscipalans were supposed to be Psionic.
Riftwalkers should get Psychoportation Common, but not sure about Biokinesis... since they're not really biological. Give them a racial trait related to being energy beings instead.
And Drrhaan I'd say drop the Telekinesis. They don't really need it, and there's a bunch of other races with TK.
The psi-capable races are limited to the parts of psi-negation related to the powers they have. The whole thing is only for people with no psi powers of their own.
Other than that... which races don't have any potential? Races with no innate psionic potential need other perks to compensate.
