The council consists of eight representatives from Earth (two each from Eurasia, Trans-America, Africa, and the Pacific Rim), two representatives from the domed city of Mare Tranquilus on Luna, and a total of four representatives from Mars (two each from the domed cities of Bradbury and Olympia).
