The Shadow District

The Shadow District encompasses the center west area of Fastheld. It is a walled off, nearly lawless area. Before the Aegis was erected to defend against the Wildling threat, most of Fastheld's population lived inside the Shadow District, in what was then called the Old City. Over time many thousands migrated to new communities founded outside its walls, but it essentially remained the most populated and cultured part of the Empire. It became known by its current name because of the terrible Shadow plague that went sweeping through the Old City in 182-183 ATA, whereupon the city was quarantined and its inhabitants mostly killed by the Emperor's Blades, on order to prevent the spread of disease.

Most of those people within the Shadow District are not Imperial citizens. They have no rights under Imperial Law and are classified as peasants, though the Church of True Light considers maltreatment of them to be immoral. Large gangs of well organized brigands run much of the Shadow District, though the Emperor's Blades conduct regular punitive expeditions against them when they begin to strike into the rest of Fastheld.
