Volari, a former Interrogator for the Parallax, quickly blew to intergalactic fame over quite a few high-octane terrorist attacks, his ties with the Thul, Nall, and Underworld offering him toys most would-be galactic threats simply don't have. Coreseekers, the highly contagious TRV and ARTV viruses, cloak technology, and Nall warrior-clones serving as a loyal strike force and crew for his ship.

A man of flamboyant taste, Volari's tactics can be summed up in very simple ways. Hit, taunt, and run. He was also, to the fustration of quite all, very good at evading capture. He was said to be involved with the destruction of the Sanctuary, where he became the Overseer after the Nall capture of the ship around Nocturn, the theft of the GMF Athena, countless murders, responsible partly for the TRV outbreak, and assuredly the mastermind behind the ARTV conflict. He also infiltrated Waldheim's leadership, leaving a puppet government behind, much to the embarassment of Sivad, with just a few mindrapes, psionic suggestions, and bribes.

As mentioned, he took great risk to enrage those aligned against him, and in the end was the main cause behind his downfall. Around Phyrria, after an attempt to destroy the planet with a Coreseeker, he was shot down by the UKT Wolfsbane and the GMF Athena, escaping destruction with a Thul teleportation rod. Shortly after, though, he reappeared but this time confirmed as dead. The New Fagin claimed it was through him that this happened, a man that suspiciously sounds like another well-known criminal; Colin Neidermeyer
